The Contra Costa Health Services Department is currently looking to fill three vacancies for Substance Abuse Program Managers. The most critical vacancy is at Discovery House, a 24-hour residential men’s substance abuse facility located in Martinez, CA. The incumbent in this position will be responsible for planning, organizing and directing all program activities for Discovery House which include, but are not limited to, developing and implementing program objectives; supervising, evaluating and monitoring the activities of subordinate staff; determining and monitoring program workload targets (service units); analyzing cost effectiveness of services; evaluating quality of services rendered; providing for in-service education; developing and implementing program policies and operating procedures in compliance with appropriate standards; and ensuring that the facility is in compliance with administration and licensing requirements.
The remaining vacancies may also be responsible for one or more of the following programs: Outpatient & Residential Programs, Methadone Services, Prenatal Services, Special Populations, Federal and State Grant Programs, and active involvement in the development of an integrated Substance Use Disorder system of care, including support to the integration of Alcohol and Other Drug Administration under the Behavioral Health Division. Successful candidates will have a background in Federal and State standards and regulations of Substance Use Disorder programs, grant writing and evaluation.
Minimum qualifications include possession of a Bachelor’s degree from an accredited college or university with a major in psychology, sociology, counseling, public administration or a closely related field, 5 years of full-time or its equivalent experience in the substance abuse field providing program administration and 2 years of which must have been in a lead, supervisory or administrative capacity.
Substitution for Experience: Possession of a Master's degree with a major in one of the aforementioned areas may be substituted for 1 year of the required non-supervisory experience.
